These plants handle the sodium-elevated alkaline soil that Bay salt spray creates — the condition that kills most standard nursery plants in Bay-exposed beds.
Why “Salt-Tolerant” Means Something Specific in Annapolis
There’s a well-documented landscaping failure pattern in Annapolis waterfront neighborhoods. Homeowner installs plants correctly — Japanese maples, knockout roses, lavender, ornamental grasses from the nursery truck — in beds facing Back Creek in landscaping in Eastport, Annapolis, or the Chesapeake Bay in landscaping specialists in Cape St. Claire, MD, or Spa Creek in Murray Hill. The plants look fine at installation. They look okay through the first summer. By the second growing season they’re in chronic decline — yellowing between leaf veins, stunted new growth, no obvious pest or disease.
The cause in almost every case we investigate: soil pH pushed alkaline by sodium accumulation from Chesapeake Bay salt spray. Prevailing westerly and southwesterly winds carry salt-laden air off the Bay and deposit sodium in south- and west-facing beds. Year after year. Season after season. Until the soil pH on a Bay-facing Cape St. Claire bed reaches 7.8 or 8.0 — at which point iron and other micronutrients are chemically locked in the soil and plants can’t absorb them regardless of how much you fertilize.

And most general landscaping guides that list “salt-tolerant” plants for “coastal” use don’t distinguish between a property 100 yards from the open Atlantic Ocean and a tidal creek-front property in Eastport. The exposures are different. The plant performance data doesn’t always transfer.

The Soil Fix That Has to Happen Before Planting — pH Correction
Before we plant anything in a Bay-exposed Annapolis bed that has a history of failure, we test the soil pH. If it comes back at 7.5 or above, we apply agricultural sulfur at soil-test-determined rates in fall, let it work through the winter, and retest in spring before planting. This is not optional for beds that have been accumulating Bay salt spray for years.
Even salt-tolerant plants perform better in corrected pH. The plants listed below handle elevated pH significantly better than standard nursery stock — but “handles elevated pH” doesn’t mean “thrives in pH 8.0.” Bayberry and Eastern red cedar are genuinely salt-tolerant; their preference is still closer to neutral pH. Sulfur amendment plus salt-tolerant plant selection is the complete protocol, not just one or the other.
Trees That Survive Chesapeake Bay Salt Exposure in Annapolis
Eastern Red Cedar — Juniperus virginiana
If you ask us what to plant in a Bay-facing windbreak in Cape St. Claire or on the south-facing slope of a Murray Hill property above Spa Creek, the answer is Eastern red cedar. Every time. It’s Maryland’s most salt-tolerant native tree — not because we say so, but because windbreak specimens in Cape St. Claire, on the Eastern Shore, and along the Bay shoreline throughout the Mid-Atlantic tolerate direct Bay salt spray conditions that kill ornamental trees from the standard nursery catalog.
Eastern red cedar is evergreen, which makes it a year-round screen. It grows to 30 to 40 feet over time — fast enough to provide meaningful screening within 8 to 10 years, slow enough that it’s not a maintenance problem. The blue-gray berries (technically modified seed cones) provide excellent winter bird habitat — cedar waxwings, mockingbirds, and robins strip Eastern red cedar berries through November and December. Dense habit makes it effective as a windbreak starting within a few years of installation.
One important note: Eastern red cedar (Juniperus virginiana) is a different species from the many ornamental junipers sold in nurseries (Blue Rug, Hollywood, Gold Cone, Emerald Green Arborvitae — all different species). When we specify Eastern red cedar, we mean the native Maryland species with documented Bay-coastal performance.
River Birch — Betula nigra
River birch isn’t on most “salt-tolerant” plant lists because it isn’t primarily known for salt tolerance — it’s known for wet-soil tolerance. But in the moderate salt-spray conditions of properties facing tidal tributaries (Back Creek in Eastport, Spa Creek in Murray Hill, tidal coves in Cape St. Claire) rather than directly facing the open Chesapeake Bay, river birch performs well. It handles the sandy loam, the periodic wet conditions, and the moderate salt spray of tidal creek frontage better than most deciduous trees in these positions.
Native to Maryland’s riparian zones. Multi-stem form with elegant peeling cinnamon-copper bark. Excellent yellow fall color. Fast-growing. It’s our first choice for a deciduous tree on tidal creek-front Eastport and Murray Hill properties.
Shrubs That Survive Chesapeake Bay Salt Exposure in Annapolis
Bayberry — Myrica pensylvanica
This is the plant. The single most reliable Bay-facing shrub in Annapolis, full stop. Bayberry evolved on the Atlantic coast — it’s not a plant we’re adapting from another environment and hoping it handles Bay exposure. It evolved here. Its natural habitat is the coastal shrubland above the high tide line throughout the Mid-Atlantic coast, exactly the environment Cape St. Claire and Eastport waterfront beds replicate.
Semi-evergreen — holds leaves through most winters in Annapolis, drops in harsh winters. Aromatic gray-green foliage. Waxy blue-gray berries through fall and winter — exceptional bird habitat, particularly for yellow-rumped warblers (the “myrtle warbler” was named for Myrica because of this exact feeding relationship). Forms dense masses that work as windbreaks and screens. Handles the worst Bay-facing soil conditions we encounter.
Bayberry is also allelopathic — it suppresses weed growth beneath it with root chemicals. Low-maintenance as a massed planting. Spreads slowly by root suckers to fill space over time.
Beach Rose — Rosa rugosa
Introduced from Japan, but so thoroughly naturalized on the Atlantic coast that most homeowners assume it’s native. Beach rose handles direct Bay salt spray in conditions that kill every ornamental rose on the standard nursery list. Fragrant, large single flowers in pink or white from June through fall frosts. Brilliant orange-red rose hips from August through winter — among the most ornamentally valuable winter features in any Bay-facing Annapolis planting. Thorny — effective as a barrier planting.
Beach rose does not look like a hybrid tea rose or even a modern shrub rose. It has a rough, naturalistic character that reads correctly in coastal settings and looks forced in formal garden contexts. We use it on Bay-facing naturalistic plantings in Cape St. Claire and Eastport, not in formal foundation beds in the Historic District.
Inkberry Holly — Ilex glabra
Inkberry holly is one of the most consistent performers across every Annapolis soil type and exposure condition we work in. It tolerates clay. It tolerates sandy loam. It tolerates moderate Bay salt spray. It tolerates shade that most shrubs can’t handle. It stays evergreen through Annapolis winters. The black berries through fall and winter feed birds reliably.
‘Compacta’ stays at 4 to 5 feet, ‘Shamrock’ at 4 to 6 feet — both manageable sizes that don’t require constant pruning. Useful in Bay-facing mixed shrub plantings as the evergreen structure that stays when bayberry drops leaves in harsh winters and before the beach roses flush in spring.
Grasses and Groundcovers for Chesapeake Bay Exposure in Annapolis
Pink Muhly Grass — Muhlenbergia capillaris
September and October in Annapolis waterfront gardens: pink muhly grass produces clouds of pink-purple flower plumes that catch Bay breezes in ways that make this grass genuinely dramatic. At a Cape St. Claire property facing the Chesapeake Bay, or at a Hillsmere Shores property facing the South River, pink muhly grass plumes in afternoon backlighting are a genuine landscape feature. Not a quiet background texture — an event.
It has excellent natural salt tolerance, a compact clumping form (24 to 30 inches tall and wide), tolerates full sun and drought after establishment, and requires no maintenance beyond a hard cut back in late February. It’s the highest-impact, lowest-maintenance plant we install in Bay-facing Annapolis beds.
Little Bluestem — Schizachyrium scoparium
Native coastal plain grass with exceptional documented salt tolerance. Blue-green foliage June through September turns copper-orange-red in fall and holds through winter for structure. Thrives in sandy loam. Full sun. Drought-tolerant once established. Native to Maryland’s coastal plain including areas analogous to Annapolis’s Bay-edge sandy soils.
Plant it in drifts of 7 to 9 in foreground and midground positions — its fall and winter structure is best seen in mass, not as specimens. Combines well with pink muhly grass and switchgrass for a Bay-edge native grass planting that reads as intentional rather than naturalistic-for-the-sake-of-it.
Switchgrass — Panicum virgatum
Native to the North American coastal plain and prairie. Exceptional range — tolerates both wet and dry conditions, which is useful in Chesapeake Bay waterfront plantings where drainage varies across the site. Good salt tolerance. Cultivars for Annapolis waterfront plantings: ‘Cape Breeze’ (selected specifically for coastal performance), ‘Shenandoah’ (outstanding red fall color — one of the best fall-color grasses for Annapolis waterfront plantings), ‘Northwind’ (upright column form, excellent structure).
A Note on What Doesn’t Work in Bay-Exposed Annapolis Beds
Japanese maple (Acer palmatum): fails in salt-elevated alkaline soil conditions. Beautiful, Zone 7a appropriate, wrong for Bay-facing Cape St. Claire and Eastport beds.
Knockout roses (Rosa ‘Radrazz’): chlorotic failure in sodium-elevated alkaline pH. Consistently. Even with fertilization.
Lavender (Lavandula angustifolia): requires excellent drainage and doesn’t tolerate Annapolis’s humid maritime climate or salt spray. Also marginally hardy in Zone 7a.
Ornamental grasses not selected for coastal conditions (most of the standard nursery list): variable performance. Some ornamental miscanthus and feather reed grass varieties handle moderate Bay exposure — ask specifically about coastal performance data for any ornamental grass before planting in an Eastport or Cape St. Claire Bay-facing bed.
Boxwood (Buxus): declining performance in Annapolis generally due to boxwood blight pressure. In Bay-exposed beds, additional salt and alkaline pH stress makes boxwood an increasingly poor choice for Eastport and Cape St. Claire plantings.
