Annapolis Waterfront Landscaping Is a Specialty — Not a Checkbox on a General Landscaping Estimate

There are 17 miles of Chesapeake Bay waterfront within Annapolis proper. Add the Severn River, Spa Creek, Back Creek, South River, and the tidal tributaries that feed them — College Creek, Whitehall Creek, the Back Creek marina complex, the Magothy River tributaries in Cape St. Claire and Arnold — and the Anne Arundel County waterfront is a significant landscape project in its own right. Each has its own character, its own exposure conditions, its own regulatory framework, and its own plant community that does and doesn’t work there.

We’ve been doing waterfront landscaping in Annapolis since 2018. We know that a property on Murray Hill facing Spa Creek has different salt spray exposure than one on Cape St. Claire facing the open Chesapeake Bay. We know that a Back Creek property in Eastport with 12 feet of frontage and a dock has different drainage constraints than a hillside South River property in Edgewater with 200 feet of frontage and a rip-rap shoreline. One approach doesn’t fit all waterfront properties in this market.

Chesapeake Bay Critical Area — What It Means for Your Waterfront Property

If your property is within 1,000 feet of tidal water, you’re in the Chesapeake Bay Critical Area. In Annapolis, that’s most of Eastport, Murray Hill, Historic District near College Creek, Cape St. Claire, Hillsmere Shores, Bay Ridge, Arundel-on-the-Bay, Annapolis Roads, and any property along the Severn River, South River, Back Creek, Spa Creek, or their tributaries.

Critical Area regulations that directly affect landscaping:

Impervious surface limits: How much hard surface (patio, driveway, walkway) you can add depends on your lot’s Critical Area classification (Intensely Developed Area, Limited Development Area, or Resource Conservation Area) and existing lot coverage. A new patio on an IDA-classified waterfront lot may be permissible; the same patio on an LDA or RCA lot may require mitigation or be prohibited. We calculate your impervious surface status before proposing any hardscape.

Forest buffer requirements: Removing trees or shrubs from the 100-foot riparian buffer adjacent to tidal water requires Critical Area review. Some removals (dead trees, invasive species removal) are exempt; others require replacement planting ratios.

15-foot vegetated buffer: A 15-foot minimum vegetated buffer is required between tidal water and any lawn, garden bed, or paved surface. If your lawn runs to the water’s edge, you’re out of compliance. Most waterfront homeowners we visit are out of compliance with this requirement and don’t know it.

Fertilizer setback: No fertilizer application within 15 feet of any waterway — part of Maryland’s Lawn Fertilizer Law, not optional for Critical Area properties.

Marine-Grade Materials — What It Actually Means and Why It Costs More

Marine-grade outdoor installations in Annapolis are a real specification difference, not a marketing label.

Marine-grade stainless (316 grade): Required for outdoor kitchen components, pergola hardware, and fasteners within close proximity to tidal water. Standard residential 304 stainless develops surface corrosion within two seasons of Chesapeake Bay, Severn River, or Spa Creek salt-air exposure. 316 stainless contains molybdenum that resists chloride corrosion — it holds up in salt air for 20+ years with normal maintenance. The cost difference between 304 and 316 grade is 20 to 40%.

Marine-grade polymeric sand: For paver joints on waterfront installations. Standard polymeric sand degrades from UV, freeze-thaw, and salt air within two to three seasons in Bay-adjacent exposures. Marine-grade formula lasts five to seven seasons in direct salt air. We use marine-grade polymeric sand on every waterfront paver installation as a standard specification, not an upgrade.

Concrete pavers over natural bluestone for Bay-facing surfaces: Natural bluestone is beautiful and appropriate for many Annapolis hardscape installations. For Bay-facing surfaces in Eastport, Cape St. Claire, Murray Hill waterfront, and Bay Ridge — properties where direct Bay salt spray contacts the paver surface — bluestone pits and stains within a few years. Concrete pavers sealed with appropriate exterior sealer resist Bay salt spray significantly better in these exposures. We raise this issue in the design conversation, not after the stone is installed.

Shoreline and Bay-Buffer Native Planting — The Right Plants for the Water’s Edge

The most effective thing you can do for water quality in Annapolis’s tidal tributaries is replace lawn-to-the-water-edge with native shoreline plantings. Research on Chesapeake Bay tributary properties consistently shows that even a 10-foot strip of native vegetation along the waterline captures 70 to 90% of nitrogen and phosphorus in surface runoff before it reaches tidal water.

The native plants for Annapolis tidal shoreline and Bay-buffer planting: switchgrass (Panicum virgatum), river birch (Betula nigra), inkberry holly (Ilex glabra), Virginia sweetspire (Itea virginica), buttonbush (Cephalanthus occidentalis) for wet-edge planting, cardinal flower (Lobelia cardinalis) in wet areas, blue flag iris (Iris versicolor) at the water’s edge, soft rush (Juncus effusus) for stabilizing the shoreline substrate. Bayberry and Eastern red cedar for windbreak screening above the bank.

For properties with rip-rap shorelines: native plantings stabilized in and around the rip-rap improve shoreline stability, add habitat, and are often required by MDNR and MDE for rip-rap maintenance or replacement permits. All waterfront patio installations: Zone 7a freeze-thaw base (4–6 inches compacted gravel, geotextile fabric), marine-grade stainless edge restraints, marine-grade polymeric sand, concrete pavers on Bay-facing surfaces. Waterfront Drainage — From Bay-Buffer Infiltration to Foundation Protection

Waterfront properties have drainage considerations that inland properties don’t. Tidal flooding on extreme high water events — especially in Eastport’s lower lying areas and along Back Creek — is a recurring issue for some properties. Foundation drainage from concentrated roof runoff is critical on waterfront lots where the impervious surface calculation limits options for standard surface drainage. Stormwater management for impervious surfaces within the Critical Area has to route to infiltration (rain gardens, permeable surfaces) rather than direct discharge to tidal water.

All chemical applications by Maryland-licensed pesticide applicators (MDA compliance). Can I add a patio on my Chesapeake Bay Critical Area property?
Usually yes — but the impervious surface calculation for your specific lot and Critical Area classification determines the answer. IDA-classified waterfront lots in developed neighborhoods like Eastport and Murray Hill typically have more allowance for additional impervious surface than LDA or RCA classified lots in less developed areas. What do I do about erosion on my waterfront shoreline?
Shoreline erosion on Annapolis tidal properties is subject to MDE Waterway Construction authorization — you cannot simply armor an eroding shoreline without permits. Maryland DNR’s Living Shorelines program (dnr.maryland.gov) supports native planting stabilization approaches that MDNR and MDE prefer over rip-rap expansion. For active erosion threatening structures, emergency stabilization may be authorized on an expedited basis. We assess shoreline conditions and coordinate regulatory authorization for stabilization projects.

Is it true I can’t mow all the way to the water at my Annapolis waterfront property?
Correct. A 15-foot minimum vegetated buffer between tidal water and any mowed lawn area is required by Chesapeake Bay Critical Area regulations for most Anne Arundel County waterfront properties. If your lawn currently runs to the water’s edge, you’re likely out of compliance. Transition to native shoreline planting in the buffer zone is the correct remediation — and in most cases produces a more attractive and lower-maintenance waterfront edge than turf.
